Program-editing command-set

To make better use of the bandwidth from programmer to computer, we need editing commands that accomplish the programmer's aim in fewer commands.

• language-enabled for each language, e.g. knows about statements for navigation
• semantically-directed commands in common between languages, e.g. ``surround the currently selected statement block with a condition''
• macro commands built on top of this may be able to work on multiple languages
